Asbestos risk assessment: complete technical consulting for safe and compliant management
The asbestos risk assessment is today one of the most important activities in occupational health and safety and in residential environments. Although the use of asbestos has been banned in Italy since 1991, this material, used for decades in a great many production sectors, is still present in numerous public and private structures and buildings. Its widespread use in the post-war period has left a complex legacy, which requires careful management and constant monitoring by competent professionals.
S.T.A. offers a specialist service in the management and assessment of asbestos risk, supporting public bodies, companies and private individuals at every stage: from the survey of materials to the definition of control measures, through to compliance with regulatory obligations. Our consulting is tailored to each context, with the aim of ensuring safety, transparency and compliance.
Why it is essential to assess asbestos risk
Asbestos is a naturally occurring fibrous material, once widely used for its fireproof, insulating and mechanical properties. It is still found today in flues, boiler linings, water tanks, flooring, canopies and older-generation building materials. The problem lies not so much in its presence as in the potential release of fibres: if asbestos fibres are dispersed into the air and subsequently inhaled, they can cause serious respiratory diseases, including pleural mesothelioma, a highly aggressive form of cancer with latency periods of over 30-40 years.
An accurate asbestos risk assessment makes it possible to correctly classify the hazard of the materials present, distinguish between compact and friable asbestos, and define the most appropriate intervention methods. In many cases it is not necessary to proceed immediately with removal, but it is mandatory to draw up a control and maintenance plan, in compliance with current regulations.
Regulatory obligations and the role of the Asbestos Management Officer
Since 2017, national legislation has required all owners of buildings containing asbestos — whether public or private — to appoint an Asbestos Management Officer, a person responsible for implementing prevention and control measures, documenting the condition of the materials and periodically reporting data to the competent authorities. Failure to appoint or to meet the obligations can result in substantial penalties.
S.T.A. provides technicians qualified and trained in accordance with current regulations, who can formally take on the role of Asbestos Management Officer and carry out all the required activities: from the initial assessment to continuous monitoring, through to the preparation of the necessary documentation. Thanks to our experience, we can also work with the Heads of the Prevention and Protection Service (RSPP) to integrate the Single Document for the Assessment of Interference Risks (DUVRI) and plan targeted training for the personnel involved.
A complete service for every need
The asbestos risk assessment is not limited to a simple inspection. It requires specific technical skills, knowledge of the regulations, suitable tools and a methodical approach. At S.T.A. we work following rigorous protocols, carrying out periodic inspections, visual checks, environmental sampling and, when necessary, involving certified laboratories for the analysis of suspect material.
Each situation is analysed case by case, taking into account the type of item, the condition of the asbestos, the intended use of the environment and the frequency of occupant exposure. On the basis of these elements, we draw up an action plan which may include monitoring, encapsulation, inertisation or, in the case of high risk, complete remediation with subsequent certification of removal.
Our technical and operational consulting
Our technicians carefully follow every stage of the process, ensuring compliance with all documentary deadlines and mandatory communications to ASL and ARPA. We draw up detailed technical reports, prepare information notices for workers, carry out inspections with photographic reports and take care of submitting the periodic notifications, whether annual or triennial, depending on the type of asbestos-containing material.
Thanks to the integrated approach and the centralised management of every operational and bureaucratic aspect, we can offer the client a complete, reliable service free of intermediaries. This saves time, reduces legal risks and allows the presence of asbestos to be managed transparently, protecting people’s health and preserving the value of properties.
Who the service is designed for
Our asbestos risk assessment service is intended for a wide range of clients: public bodies, municipal administrations, manufacturing companies, schools, property managers, hospitals, RSPPs, technical firms, and private owners of buildings constructed before the 1990s. In each of these contexts, the presence, even potential, of asbestos-containing materials calls for a professional, timely analysis in line with regulatory requirements.
