RLS training

RLS training – Workers’ Safety Representative – is a key element in safety management within companies. This role is essential to ensure the well-being and health of workers.

According to Legislative Decree 81/2008, the RLS role is mandatory and must be present in every company, large or small. But who exactly is the RLS and why is their training so important?

Who is the Workers’ Safety Representative (RLS)?

The RLS is a person elected or appointed directly by the workers to represent them in all matters relating to occupational health and safety. It is not a marginal role: the RLS actively collaborates with the employer to assess risks, develop preventive measures and propose concrete safety solutions.

Why is RLS training essential?

Without adequate training, the RLS could not carry out their duties effectively. RLS training is therefore not only mandatory, but above all an opportunity to acquire useful, effective and practical skills to best handle day-to-day safety issues.

This training path is defined in detail by the current regulations (Art. 37 of Legislative Decree 81/2008) and must provide participants with both theoretical and practical preparation, specific to the working environment in which they operate

What does the basic RLS training include?

The initial RLS training must last at least 32 hours. This course is not generic, but aimed at providing all the skills needed to manage company safety in practice. It is mandatory that at least 12 of these hours be dedicated to the specific risks of the company, with a deeper look at the preventive and protective measures adopted.

During the course, the RLS acquires essential knowledge, such as risk assessment, the main national and European safety regulations, and effective communication techniques.

What are the main contents of RLS training?

In detail, training for the Workers’ Safety Representative mainly covers the following topics:

European and national legal principles relating to safety

Legislation on occupational health and safety

Roles and responsibilities of the parties involved in company safety

Effective communication to prevent and manage critical situations

Identification and assessment of risk factors

Identification of technical and organisational prevention measures

Regulatory and practical aspects of the representative role

Every participant is therefore prepared to carry out their task with confidence and awareness.

Annual refreshers: what do the regulations say?

RLS training does not end with the initial course, but includes a mandatory annual refresher. The regulations require the RLS to attend refresher courses whose duration varies according to company size:

  • companies with 15 to 50 workers: 4 hours of annual refresher;
  • companies with more than 50 workers: 8 hours of annual refresher.

These refreshers are crucial, as they allow the RLS to keep pace with regulatory developments and new safety practices, maintaining a high level of preparation and readiness.

Can RLS training be done online?

A frequent question concerns the possibility of taking RLS training via e-learning. Following the State-Regions Agreement of 7 July 2016, basic RLS training cannot be done online, unless otherwise provided by national collective labour agreements (CCNL). This restriction ensures that the training is truly effective and interactive, allowing the RLS to acquire practical skills that can be applied immediately.

The concrete benefits of RLS training

Investing in RLS training has numerous benefits for the company. First of all, a well-trained RLS is able to prevent accidents, improve working conditions and foster a culture of safety spread across all company levels. This positive climate increases not only safety but also employees’ overall well-being, reducing costs arising from injuries and increasing productivity.

STA Ambiente RLS training

Legislative Decree 81/08, Art. 47, provides for the establishment of the Workers’ Safety Representative, in a spirit of collaboration with the Employer, for the formulation and implementation of prevention measures, and Art. 37 sets out the content and duration of the mandatory training course.
